How the web was built

Spin-out, listing, designation, then two years of CEO noise on top of plants that mostly kept running.

  1. 2011

PGPIC created out of NPC assets

    political

National Petrochemical Company spins the large Gulf complexes into a holding that will be listed as فارس. The origin of every later pension-fund / TAPICO / NPC bargain.

  2. 2013-04

    5% TSE price-discovery; 17% to NIOC pension

    market

First 5% listed on the Tehran Stock Exchange (April). 17% auctioned to the NIOC pension and savings fund (June). The “private sector” label dates from this transfer — the owners remain parastatal.

  3. 2016

    Bouali Sina PX unit fire

    ops

Heavy fire and damage at Bouali’s paraxylene unit. The 2024 restart of PX at 430 kt is a recovery, not a greenfield.

  4. 2019-06-07

OFAC designates PGPIC and 39 subsidiaries

    sanctions

Treasury SDN action under E.O. 13382 for financial support to Khatam al-Anbiya (IRGC). Cites ~40% of national petchem capacity and ~50% of exports. The list is the skeleton of this web: Arvand, BIPC and its units, Nouri, Pars, Bouali, Tondguyan, Karun, Fajr, Mobin, Hengam, Apadana, Bidboland, PGPICC, IIPGC, foreign sales agents.

  5. 2023-06

    Gachsaran olefin online

    project

1 Mt ethylene and 84 kt C3+ after a 19-year stall. Mosaddeghi-Fard’s CEO credential sits on this startup.

  6. 2023

    Ali-Askari’s first PGPIC tour

    leadership

Former IRIB head succeeds Jafar Rabiei. First of two CEO flips in two years.

  7. 2024-06

    Hengam ammonia unit online

    project

725 kt ammonia at Assaluyeh Phase 2, with jetty access. Sanctioned five years earlier as a PGPIC name.

  8. 2024

    Apadana methanol 1.65 Mt

    project

Casale methanol plant, 9 ha, 99.9% Mobin Energy. Nested ownership: PGPIC → Mobin → Apadana.

  9. 2024-12

    Shariatmadari replaces Ali-Askari

    leadership

Reformist-era cabinet veteran (commerce, industry, labor; Setad) takes the holding. Political manager, not a plant man.

  10. 2025-12-24

Arvand lists as اروند / ARVAND

    market

627th TSE company. 5% (600 million shares) book-built at 35,377 rials. Karimi on the podium; thanks Shariatmadari. PGPIC remains controlling (~70%+).

  11. 2026-01

    Mosaddeghi-Fard briefly takes Arvand

    leadership

Karimi replaced by the Gachsaran / Amir Kabir operator. Company site still listed him as vice-chair/CEO after the swap. Product mix unchanged.

  12. 2026-06

BIPC wartime damage / steam-plant rebuild

    ops

Ansari-Nik on the record through wartime damage and steam-plant rebuild comments. The operational CEO stays in the chair while the holding CEO job is being fought over in Tehran.

  13. 2026-06

    Board names Abbaszadeh; quorum fails

    leadership

Former NPC chief Hassan Abbaszadeh is named; assembly/quorum problems leave Shariatmadari in place. NPC’s claim on the spin-out does not seat.

  14. 2026-09

Ali-Askari restored; Karimi and Ansari-Nik decreed

    leadership

By mid-September 2026, group PR has Ali-Askari signing as مدیرعامل هلدینگ. Karimi back at Arvand. Ansari-Nik reconfirmed at BIPC. Chegeni seen as board chairman again on a site visit.
